Dell power button flashing orange

When I install two ram modules, the computer powers up but it will not boot and the power button flashes amber 4 times. When I remove the ram module from the DIMM slot #2 the computer boots normally. I know that the 4 amber blinks is related to memory, but I can't seem to find a solution to resolve the issue. 2 Ram sticks 8GB each.
