The noise my '99 makes is not a pulley or a belt, it is more like the starter is still trying to start the motor. Agreed. All the belts, pulleys, water pump and timing belt was replaced. All belts have correct tension. It is coming from the starter when disengagement of the starter gear as the motor is winding down.
