If the pump is sending too much fuel to the carb, the float valve will stop the flow of fuel into the bowl. If that return line isn't there, the fuel has no where to go. This could possibly rupture the diaphragm in the fuel pump...depending on the quality of the pump. If that ruptures, you have a direct fuel leak into the crankcase.

If you ever plan on fuel injecting this engine this would be the time to upgrade the fuel line diameters and go ahead and use some adaptors to connect the flex lines. The 1/4 inch diameter return line is just to small for fuel injection.The dual outlet OEM type fuel filter acts like a pressure regulator. It has a metered output orifice on the return line side which reduces the pressure going to the inlet of the carburetor.
